URI is an abbreviation for Uniform Resource Identifier. URLs are a unique identifier such as an IP address or a web address that can be used by a user to retrieve the intended resource.
Formerly, they were called Universal Resource Identifiers.
Every URL is a URI, but not necessarilly the other way around.
